Serves as project manager, and will assist the Director of Public Works and occasionally the County Engineer with the evaluation of citizens requests for changes to traffic signs, road striping, and related public safety issues; manage the speed trailer for speed studies and traffic calming, and the variable message sign boards; assist with the assessment and inventory of small bridges (less than twenty feet in length) and the monitoring of large bridges (inspected by the State every two years); assist with the assessment and inventory of large and small culverts; track and coordinate the road improvement agreements for County road improvements associated with land use permits; conduct on-site inspections of driveways, utility installations, and may assist with residential and commercial developments infrastructure on occasion, and other special projects in the County; may assist with the inspection of road and bridge construction projects and asphalt paving projects to ensure compliance with plans and specifications.

The EPST I, Construction position supports Project Engineers by enforcing established standards, procedures, and tests across highway construction projects. Core duties involve overseeing contractor operations for contract compliance, conducting materials testing, and providing design-phase administrative support. Daily technical responsibilities include collecting field samples, performing quantitative analyses, operating specialized equipment, and maintaining all testing supplies to ensure results meet project specifications. Additionally, the role provides Public Information and ADA compliance support by preparing communications and accessible documents for use during construction. While non-supervisory, this position is responsible for advising the Project Engineer, providing work directions to staff, and conducting quality control on peers' deliverables, such as materials final packages.
Minimum Qualifications Experience Only: A high school diploma or GED AND at least four (4) years of experience with a primary focus in any combination of the following: Assisting in the design of construction plans, monitoring construction projects, conducting materials testing, inspecting projects, and completing documentation for transportation related projects. Education and Experience: A high school diploma or GED AND a combination of relevant education and experience equal to at least four (4) years that includes: Education from an accredited college or university with coursework in civil engineering, construction management, engineering, geology, mathematics, communications, trade school related to construction or automotive technology (example: Electrician, Plumber, Car Mechanic) or another field of study related to the duties of this position will be considered. Experience with a primary focus in assisting in the design of construction plans, monitoring construction projects, conducting materials testing, inspecting projects, and completing documentation for transportation related projects will be considered.
